Local Transport Plan 2000-2006

In 1998, the Government published a transport White Paper, "A New Deal for Transport: Better for Everyone", which set out a new agenda for integrated transport planning. A direct result of the White Paper was the requirement for local authorities to produce a Local Transport Plan, setting out transport policies, priorities and a costed improvement programme for an initial five year period (2001/2-2005/6).

On Merseyside, the five local authorities and Merseytravel worked together to produce the Local Transport Plan (LTP) for Merseyside which was published in July 2000.

The overall vision for the plan is "to develop a fully integrated and sustainable transport network for Merseyside, which supports economic, social and environmental regeneration and ensures good access for all in the community".

To achieve this vision, the LTP has four main objectives :

  • To ensure that transport supports sustainable economic development and regeneration
  • To moderate the upward trend in car use and secure a shift to more sustainable forms of transport such as walking, cycling and public transport
  • To secure the most efficient and effective use of the existing transport network
  • To enhance the quality of life of those who live, work in and visit Merseyside.

The high standard of transport planning and the Local Transport Plan has been recognised by central government with the designation of Merseyside as a 'Centre of Excellence for Integrated Public Transport' (2000) and a 'Centre of Excellence for Integrated Transport Planning' (2001).

The local councils of Knowsley, Liverpool, Sefton, St.Helens and Wirral, in partnership with Merseytravel, submitted their 5-year Local Transport Plan for Merseyside in July 2000, covering the years 2001/2 to 2005/6.

A second five year Local Transport Plan for Merseyside is due to be launched in the summer of 2005.
